  I do not believe that autonomous vehicles have any place on our roads at all. it is not a case of who should take responsibility, it simply shouldn't happen as it is far too dangerous and if anything the questions over who should be responsible for accidents, deaths, injuries etc is so questionable that it should be avoided by not having them in use on public roads in he first place.

  If the vehicle is operating in auto-mated mode, is being used as per manufacturers guidelines and the "anything were to go wrong" isn't clearly someone else's fault, then it makes sense. But if, for example, the 'user' is actually in control then they should surely be deemed the driver. Presumably it is not as simplistic as the, necessarily, summarised description in the topic (or in tabloid newspapers) and other factors are included within the proposed legal text.

  It makes sense : the user would be in much the same position as a passenger is in a conventional car ; unless the passenger actively interferes with the controls, or does something dangerous such as opening a door without looking, he or she is not considered to be responsible for the car's operation.
