@ Trevor this £660 is for 3 people, and our water tax is included in the council tax which is £133 / month. I also cook from scratch and mostly buy food from Lidl or store brands only. I have a 16 y.o. in school who also needs regular clothing for school (free school uniform does not count if there's no school logo on it). A pair of jeans for a woman is minimum £25, a haircut is £35 (so not cutting my hair anymore). Why clothes? Because a 16 y.o. grows out of her clothes every 3 months.

@Hilde, Reckoned on the basis I can live on £4k basic per year and half of that is council tax, a quarter is energy, includes £650 on food - most of that completely scratch-cooked so ~£12 per week, TalkTalk telephony, any of the major energy companies. no 'proscribed' TV service whatsoever. Surveys pay an extra ~ £500 per year so that counts as some of the resourcefulness, then mystery shops for more, charity shops / TK Max for bargains :). Long-lived Ecco shoes, no rubbishy short-lived trainers.

@ trevjohn. It does not even cover basic food so no basic luxuries at all.
